TOWN OF MIDWEST
MINUTES *
January 24, 2024

 

     The regular meeting of the Midwest Town Council was called to order at 7:00 pm at the Midwest Town Hall by Mayor Tracy Sutherland. Mayor Sutherland led the Council and audience in the Pledge of Allegiance. Council Members present were Mandy DeWitt, Chayla Callahan, Rick Provence, and Darla Lindsay.

 

     Motion was made by Council Member Provence, seconded by Council Member Callahan to accept the
minutes dated January 10, 2024. Motion carried.

 

     Motion was made by Council Member DeWitt, seconded by Council Member Provence to accept the
Executive Session minutes dated January 10, 2024. Motion carried.

 

     Motion was made by Council Member Callahan, seconded by Council Member Lindsay to accept the
Treasurer’s Report dated December, 2023. Motion carried.

 

    Motion was made by Council Member Lindsay, seconded by Council Member Provence to accept the Budget Report dated December, 2023. Motion carried.

PETITIONS, MEMORIALS, & COMPLAINTS: None.

OFFICER’S REPORT:

 

     Maintenance Report – Jennifer Sutherland informed the Council that there was a leak at the hot water well. Her and a couple of Contango employees worked on the leak. A valve was repaired with a brass valve and in a couple weeks a stainless steel valve will be replacing the brass valve. She will need to exercise the valves at the hot water well due to some of them not working.
The new water station is up and running. A plastic back flow preventer froze and broke.

 

     Clerk’s Report – The Clerk gave the Council copies of advertisements from other municipalities for the
Clerk/Treasurer position. The Clerk suggested hiring someone as the Deputy Clerk until that person transitions into
the Clerk/Treasurer position.

 

     Mayor’s Report –

 

     Attorney’s Report – None.

 

     Police Report – None.

 

     Council Member Report – None.

 

UNFINISHED BUSINESS:

 

     1. Community Improvement – None.
     2. Police Chief and Clerk Positions – Police Chief Jones informed the Council that there are 2 stages of interviews. The first interview is a generic appointment interview, the second is a little more specific and detailed. The Council agreed to hold interviews on February 5, 2024 starting at 5:30 p.m. with 45 minutes between interviews. The Clerk position was discussed earlier.
     3. Old Tractor – Jennifer informed the Council that the old tractor is here. She and Rod have been busy with other issues and it is not a priority at this time.

     4. Old Water Station – Jennifer informed the Council that she is waiting to hear back from Installation and Service to get the valve installed.
     5. Chickens – Third and Final Reading of Ordinance 2023-05, an Ordinance of the Town of Midwest
Wyoming to Amend Ordinance 2020-01 Pertaining to Animals to Include Regulations and Requirements for the Keeping, Harboring, and Raising of Chickens within the Town – Council Member Provence stated that he is still waiting on some minor changes to be made and accepted by the attorney. He stated that the Council should be able to do the third reading at the next meeting. Council Members DeWitt and Callahan want to see the changes prior to the third reading. Council Member Lindsay made a motion to table the Third and Final Reading of Ordinance 2023-05 at this time, seconded by Council Member DeWitt. Motion carried.

 

NEW BUSINESS:

 

     1. Motion was made by Council Member Callahan, seconded by Council Member DeWitt to accept the
vouchers presented for payment. Motion carried.
     2. Resolution 2024-1, a Resolution Amending the Cost of the Town of Midwest, Natrona, County, Wyoming, Water, Sewer, and Sanitation Rates – The Council received paperwork from the Salt Creek Joint Powers Board in regard to sanitation income versus costs. Council Member Lindsay made a motion to accept Resolution 2024-1, a Resolution Amending the Cost of the Town of Midwest, Natrona, County, Wyoming, Water, Sewer, and Sanitation Rates, seconded by Council Member Callahan. Motion carried.

PUBLIC COMMENT:

​

    1. Mike Cevasco discussed the Travel and Tourism Board meeting he attended on Tuesday. He stated that there was discussion in regard to an MRG (Minimum Revenue Guarantee) for the Delta Flights. He requested that the Mayor keep a look out for any emails that he may receive in regard to this issue.
    2. Mike stated he attended the Joint Powers meeting. He feels the $4.25 increase is a good number for the sanitation. He informed the Council that he visited with Leroy Erickson with Waste Connections and Leroy stated that there will be a 3 to a 3.5% increase in July.
     3. Rita Mayfield asked the Council who owns the tractor at the golf course. The Council stated they do not know who owns the tractor. Rita also asked who owns the golf course. Council Member Lindsay stated the Council is in the process of leasing the golf course from BLM. Jennifer stated that Melissa Rouse may have more information in regard to the tractor.
Motion was made by Council Member Provence to adjourn the regular Council Meeting at 7:23 pm, seconded by Council Member Callahan. Motion carried.
